If a guy wanted to convert a Firecat 360 to a 400 later on down the road all that is needed is a cam and string change? The riser, limbs, and lower cam are the same right?

Not quite. Essentially the only thins useable is the riser. You'd need the binary cams, strings, and probably new/different limbs unless your limbs are already reinforced at the limb tips.

You would need both top and bottom cams with mods and the string and cable set, the limbs are all the same anymore. They are all the PowerTuff limbs with reinforced tips. If using the same limbs, you can expect to see a difference in DW though as a 70# FC 400 uses a 4HP deflection while the 360 uses a 5LP deflection, probably gain about 2-5 lbs DW.

Please explain a little further. From what I can see the only difference in the two is the 360 has an idler wheel and the 400 has a cam. The specs are virtually identical. Am I missing something on the limbs? They too should be the same.

Just for example i aked joel at martin tech if i could swap limbs on a 2009 alien x bow with ones from a 2008 firecat pro,as far as i could tell they looked just alike, but i was told it couldnt be done.
So even if things do look the same doesnt mean they will always interchange with each other.

The Cat/Nitro cams are completely different from the single cam. Period. And whereas the cable n the single cam attaches to the opposite limb tips the Cat/Nitro cams have a peg and the cables attach to that peg. The two cams are slaved together.

Would be cheaper and easier just to buy another bow.

but not as much fun. I'm still planning on converting the Cheetah using Athens EV2X cams, barnesdale limbs of an Ibex.
