Can someone explain how this works and how it attaches to the bow? Thanks

It probably attaches with a 5/16x 24 bolt just like a stabilizer or wrist sling bolt. The other end is threaded for the stabilizer. Essentially it just raises the stabilizer closer to the center of the bow which can help with the bow's balance. Never tried one so I don't know if it works or not.

I would think not as the force it exerts is still in the same place. No?

Posssibly, but it can be rotated to one side or the other to fine tune the bow's lateral balance without the added weight or cost of V-bars and counter weights. Just another thought from me.
