my new moab does not give me the 80% let off with the proper plates installed. are there any other adjustments i can do? the bow is also very noisy?

An STS and a set of Limb Savers will take care of the noise.

How are you measuring the let off?

What let off are you getting? It is not uncommon to measure 75-76% on 80% let off bows.
