Factory Specs are just a starting point/reference point to begin tuning. Every bow I've ever owned, I've tuned it "out of spec". A 1/4" long isn't anything to worry about.

Your stabilizer actually attaches below the grip, not where your blue arrow is. There should be a threaded hole there for it. On the back side under the grip, should be another hole. If not, then...
You can find front mount ones, they work well. Most aftermarket string stops should fit in the original hole in the back of the riser?

I've always had the limbs tight until my '08 Firecat had the top limb crack. Now I back them off a half turn.
