Default Limb's #/ draw weight problems

Okay guys I need some help here!
2011 Martin Silencer, I built a set of strings for it.
    1. The bow is a 55-70lbs
    2. It does not register 70lbs- 68 max
    3. recommended 32" ATA its @ 31 5/8"

    What are we missing?

    Also, the limbs numbers are,

    top 11170
    bottom 12220

Never seen these numbers what do they mean?

    Thanks Hutch

whats the brace height hutch? when you made my cables it tood a good 7 full twists on my cables to get my brace height back to 7 inches. and then a turn and a half on the limb bolts ton get it back to 63 pounds. i would twist the cables a bit more if it were me, but thats just me. any way to measure the old set?

    Hutch,
Those numbers probably are the lot #'s. The Limb deflection numbers for a 70# Silencer or FC 400 should be a 4HP and will yield anywhere from 68.5-71#'s max draw weight, depending on how you measure the string and cable lengths. I always measure and set my lengths under 100#'s tension and will usually be within a 1/2# either way of marked draw weight with the PowerTuff limbs.

Thanks Jim, I do the mine the same way. I don't have the bow this is a customer that is emailing me trying to figure it out. So the best he will get is 68#

As always thanks for the help.
