Bob is riding around Washington DC.
He gets stuck in a traffic jam near the capitol building. While sitting in his car he notices a man walking from car to car.
The man finally gets to his car and he rolls down his window and asks, "What's going on?"
The man replies, "Terrorists are holding all of congress hostage in the capitol, they say they want one million dollars or they are goin to douse all the congressmen with gasoline and light them on fire. We are going from car to car taking up a collection."
Bob says, "Well how much on average is everyone giving?"
The man replies, "Roughly ... a gallon."
