Default Limb bolts sliding and removing paint

Hi, I just bought a leopard and while playing with draw weights I noticed the bottom limb bolt washers were spinning as I loosened and tightend the bolt itself resulting in circular paint removal . My question is, is the bottom limb bolt washers supposed to slide up and down the limb, or is it not supposed to move? It doesn't seem right that by adjusting the draw weight, the washers should be taking off paint. I attached a pic for a better explanation. Is this some kind of defect?

if you draw a side diagram of the pivoting limb pocket, it would all make sense.
the screw is moving in up-and-down motion, while the limb (which is pivoted) is moving in a circular motion. it would seem like the bolt's sliding up and down the limb, but what is really happening is that the limb is sliding past the bolt.
    looks perfectly normal to me.

    here's a rough diagram i drew.
gray is the riser, green is the limb bolt, and red is the limb (at 3 different positions)
note that at different limb positions, the the limb bolt is at a different point relative to the limb, which would explain the "sliding motion" as you change the limb position.
