The problem you are having is usually indicative of a peep sight that is too high, which causes you to anchor very low. This is also often caused by the draw length being too long on the bow.
Frankly I wouldn't be able to tell about the draw length without some pictures of you at full draw, but you sure wouldn't be the first with this problem.
If you can lower the peep maybe 1/2" or so it would make it necessary to lower the sight pins also. This is what I'd try if it were me. It wouldn't change your anchor so drastically that you can't adapt and it just might be enough.
