Vintage Cougar with wheels

I have just picked up a 1980's Cougar Magnum in really cool shape. Instead of cams at each end, there are brass wheels.

After looking at it, I am confused on how to set draw and note that the wheels are not set at the same place on each limb.

I am new to this, and would very much appreciate some "advice" on setting draw and how to set the wheels. It has coated steel cables and a conventional string attaching to lead ends on cables.
