You can adjust the weight by turning the limb bolts - each turn is 3 lbs. What do you mean by "adjustment wheel"?

If you mean that the bolts wont turn you need to check to see if there is set screws thru the side that may be locking the limb bolts.
If you mean you turned the limb bolts out and dw didnt decrease then - ????
