Sure is, at least on all the ones I've had. The limb bolts thread into a steel barrel nut in the riser. As you back off the limbs watch in from the side. About the time you start seeing daylight through the nut most of the tension should be off the limbs.
It's slower than a bow press, but one advantage I've always thought was nice is that there's no chance of twisting a riser or overstressing the limbs.

Evenly yes, but I don't worry about just a couple turns at a time. I use a T-handle allen wrench and turn the bolts out 5 turns (10 half turns). Do one and then the other. I do keep count of the half-turns--I like the number ten. It's easy to remember.
For you guys that don't have one, the Bowmaster is a pretty good portable press. Especially with the new style split-limb adaptors. It, too, is on the slow side, but this thing can almost be put in your hip pocket and used out in the field. In fact, that's where I do half my bow pressing; on my bows and othr peoples'. It's in my bow case at all times.
